The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are delivered from different nations. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun fired at a drone close by, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, continue.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not change more in its advantage in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
